The so-called “PR Status” issued by the chief of L. Phaijang and L. Tangnuam villages concerning the so-called “Factual Status of Tuitin Area” stands as yet another glaring example of the Kuki community’s habitual distortion of facts and propagation of falsehoods—particularly aimed at misleading their younger generations.
In an ironic twist, their own statement inadvertently lays bare the absurdity of their claim. According to their assertion, the two villages in question were gazetted by the Government of Manipur and officially demarcated by the SDO of Saitu Gamphazol in the year 1999.
Such a revelation not only contradicts any narrative of ancestral or historical claims over the Tuitin area but also exposes the calculated attempt to rewrite history through administrative manipulation and media-driven misinformation.
It is imperative that the public, especially the youth, remain vigilant and discerning in the face of such deceptive narratives that seek to manufacture legitimacy through falsified documentation and selective storytelling. The truth must not be buried under a mountain of lies and revisionism.
At the very outset, we categorically affirm that there is no place/location called Gulpi Tuitin exist within the territorial boundary of Konsakhul village. Tangnuam and L. Phaijang Village are the two small hamlets of Leilon village, who had been paying Rampon (land tax) to Konsakhul village (landowner) since 1920. The audacious and baseless assertion by one Haotinmang Vaiphei , so called chief of L. Tangnuam and Haominthang Vaiphei, Secretary of L. Phaijang Village claiming ownership of land within the jurisdiction of Konsakhul village are not only spurious but also highly condemnable.
It is not surprise, that the Kuki community has long exhibited a tendency to arbitrarily claim any place or location as their own across the historical landscape of Manipur. Their relentless pattern of fabricating ownership knows no bounds—even extending to the audacious claims over sacred and historically significant sites such as Mount Koubru and Mount Thangjing.
Despite their repeated attempts to distort the truth with concocted narratives and manipulative rhetoric, the facts remain unshaken: a tenant, an illegal settler, or a refugee cannot, under any legal or moral framework—be it in India or anywhere else in the world—lay claim to ancestral or sovereign land ownership.
Such baseless assertions are not only historically inaccurate but also an affront to the indigenous communities who have nurtured, protected, and lived in harmony with these lands for generations. No amount of propaganda can overwrite the truth, and no fabricated tale can legitimize illegality.
The Kuki community has notoriously employed two calculated and sinister strategies in their relentless attempt to legitimize their origins and stake unwarranted claims.
First, they engage in the blatant fabrication and distortion of history, meticulously crafting false narratives that are systematically passed down to their younger generations.
Second, they wield aggression as a tool—quivering with hostility wherever they set foot—they weaponize aggression with strategic precision, only to swiftly retreat behind the veil of victimhood when confronted. This duplicitous pattern of inciting conflict and then playing the victim is a hallmark of their approach, carefully engineered to manipulate public sympathy while obscuring their true motives. Notably, this aggression is never directed at stronger or more advanced communities. Instead, they selectively target smaller, weaker, and vulnerable indigenous tribes—those they perceive as easier to overwhelm or silence.
Konsakhul (Konsaram) village holds undeniable historical and legal legitimacy, officially recognized by the British colonial administration under Village No. 147, Sl. No. 140 in Sadar Circle No. 1 (West Area), as documented in the Manipur State Hill Peoples (Administration) Regulation, 1947.
For historical context, it is imperative to recall that in the year 1920, a group led by Mr. Shonglal Khaute approached the Konsakhul community seeking settlement rights. In strict accordance with Naga customary law, he offered a ceremonial dog and a jar of rice beer—a traditional act of tenancy appeal. Moved by goodwill and humanitarian considerations, the people of Konsakhul permitted them to settle, on the clear condition that each household pay an annual land tax of one Shangbai of paddy (equivalent to three tins) and fully abide by the customary laws and authority of the landowners—Konsakhul village.

Under these terms, the settlement was named Leilon Vaiphei, and was subsequently acknowledged by the British administration as a Naga village. Relevant documentation, including Hill House Tax receipts, substantiates this status. Leadership of the settlement transitioned from Mr. Shonglal Khaute to his son Mr. Ekpu, and now rests with his grandson, Mr. Khupneilun, the present chief.
However, in stark violation of both legal and customary protocols, several new hamlets—Haraothel, L. Phaijang, Munlai/Munlui, Saronphai, and L. Champhai—have emerged illegally within our ancestral domain, without the knowledge, consent, or recognition of the rightful landowners, the people of Konsakhul.
