Senapati doctors stage sit-in-protest to press demands

Senapati: Medical doctors of Senapati districts has been staging sit-in-protest since November 8 at District Hospital, Senapati in support of the demands made under the umbrella of the All Manipur Health Services Doctors’ Association (AMHSDA). It was reported that such step was first taken on Thursday reaching to the hill districts of Manipur.

Addressing media persons, Dr. Kiran Angom, Paediatric Specialist, District Hospital, Senapati stated that the sit-in-protest was staged in protest against the non-implementation of the 8 points demand made by the AMHSDA.

On time bound promotion, the demands were reportedly made since August last year but have not been implemented till date despite repeated memorandums and an ultimatum been sent to the Govt of Manipur.

Surprisingly, the doctor lamented that some of the doctors remain in the same level of grade till they retire which Dr. Kiran called it unfair. Earlier, Prime Minister Modi had reportedly directed to increase the year of superannuation to 65 years for medical staff since 2016 May. Accordingly, Govt of Manipur reportedly started to implement in 2017 August. However, it was reported to have removed in 2020 and decreased to 62 years where Enhancement of Superannuation age to 65 years for Specialist and non-Specialist doctors as in the case of JNIMS Doctors and many states in the country while the rest of the doctors in the state are given only 62 years norms.

The next demand is Creation of Director General post as Director Health Services, Director Family Welfare Services, Director Public Health and Director Medical Education. On NPA fixation w.e.f. January 1, 2016 as per 7th Central pay commission, Dr. Kiran stated that the norms have been implemented at JNIMS, Imphal only while other doctors of the Manipur Health Services were affected by 2020 which she called a huge loss for them. For not abiding strictly on Transfer and Posting Policy of Health Services, 2017, many doctors have to pay bribes in order to get posted while some did not follow the norms given in the policy. Any MHS Doctors be eligible to the highest post by virtue of their seniority what she called rarely seen in the state. To implement the proposed MHS Rules 2020 and Amendments and While many doctors are posted in far flung areas, they face lots of hardships and expenditure, the association demands Provision of risks and difficult area posting allowances.

Similar protests were also reported to stage at Sub-Divisional Hospital, Mao, Imphal East, Bishnupur and Churachandpur districts too.
