IMPHAL: Students and citizens across Manipur are facing significant difficulties due to persistent technical issues affecting the e-Seba portal, an online platform owned and maintained by the Department of Information Technology, Government of Manipur.
The issue has become particularly serious as applications for various scholarships are currently underway. Students are required to obtain essential documents such as Income Certificates, Scheduled Tribe (ST) Certificates, and other government-issued certificates through the portal before they can complete their scholarship applications.

According to several users, the website repeatedly hangs within a short period of use and eventually becomes completely unresponsive. Even after refreshing or reloading the page, the same problem persists, making it extremely difficult for applicants to complete the online process. Many students have reportedly spent hours attempting to access the portal but have been unable to apply for the required certificates.
The recurring technical glitches have caused frustration and anxiety among students, many of whom fear missing scholarship deadlines due to circumstances beyond their control. The disruption has also affected other citizens who rely on the portal to obtain various government certificates and services, highlighting the need for a stable and reliable online public service platform.
When asked about the situation, Sinawon, a Class 10 student, said, “I have been trying to get my Income, Domicile, and ST Certificates. Every day, I visit cyber cafés and computer shops, but it is the same situation every day. I don’t know whom to approach. The computer shop owners told me that it is a technical glitch from the department and that they cannot do anything about the ongoing issue.”
Chihomi, a Class 12 student, lamented, “I have been coming to this computer shop every day for the past week after my classes just to apply for the certificates, but nothing is happening. My friends and many of my classmates are also facing the same issue. I wish the concerned authorities would take note of these grievances at the earliest. Our scholarship application process has already started, and I am worried that I won’t be able to submit my application this year if the same problem persists.”

A local resident in his early 40s said, “The government recently changed the website for applying for certificates to the e-Seba Manipur portal. The earlier one was much easier and hassle-free. The new one is much more of a hassle and is not user-friendly at all. It keeps hanging, and we have to restart the application repeatedly because it gets stuck in the middle. The website becomes unresponsive during the application process. If the government wants to go fully digital, the platform should be user-friendly and easy to navigate. Otherwise, it only becomes another nuisance and an unnecessary burden for the people.”
With scholarship deadlines approaching, the continued technical issues have become a matter of concern for students and the general public, as delays in obtaining the necessary certificates could adversely affect scholarship applications and other time-sensitive government-related processes.
