UKHRUL: Thadou Inpi Manipur (TIM) has condemned the recent killings in Manipur and called on the Centre and the state government to take decisive measures to protect civilians, disarm armed groups and ensure accountability for violence.
In a statement, TIM referred to the September 13 incidents at Tollen and Longpi villages, where four villagers were killed, as well as the killing of two women, identified as Miss Kimboi Singson and Mrs. Chonga Sitlhou, at Leisang village on September 15. The organisation conveyed condolences to the bereaved families.

TIM said the incidents reflected the authorities’ failure to adequately protect civilians. It also argued that repeated condemnations, assurances and ex-gratia payments had failed to address the cycle of violence.
The organisation urged the Government of India and the Manipur government to initiate comprehensive disarmament of all armed groups operating in the state, including those covered under the Suspension of Operations (SoO) framework. It said groups refusing to surrender their weapons or continuing to engage in violence should face legal action.
Questioning the continued presence of large numbers of security personnel in the state, TIM asked why civilians continued to be targeted despite the extensive deployment. It also called for an end to what it described as the political use of armed groups and the exploitation of ethnic divisions for political gain.
TIM also raised concerns over the killing of three Thadou pastors on May 13, 2026, in Kangpokpi district, claiming that the incident occurred in an area where Kuki SoO groups, including the KRA and KNF, operate. It said no arrests had been made in the case.
The organisation further expressed concern over cases being transferred to the National Investigation Agency (NIA), saying that such transfers should lead to investigations, arrests, prosecution and justice rather than cases disappearing from public view.
TIM called for the perpetrators of killings to be brought to justice, the recovery and surrender of arms held by armed groups, and effective deployment of security forces to prevent attacks on civilians.

It also sought impartial investigations and prosecution in all cases of violence, accurate identification of victims, and legal action against groups that refuse to disarm or continue violence.
The organisation additionally called for the dissolution or banning of armed groups operating around civilian communities and said groups operating outside government frameworks should be dealt with under applicable anti-terror laws.
TIM further called for an end to the political use of armed groups, restoration of the rule of law and, if necessary, the imposition of President’s Rule to restore law and order and protect civilians.
The organisation said lasting peace in Manipur would require disarmament, accountability and restoration of the rule of law, adding that the time for assurances and announcements had passed.
