IMPHAL, NOV 21: Amid boycott calls and widespread agitation, the Manipur Sangai Festival 2025 opened on Friday under heavy security at the Bhagyachandra Open Air Theatre (BOAT) in Imphal East.
Manipur Governor Ajay Kumar Bhalla inaugurated the 12th edition of the State’s premier cultural and tourism festival at Hapta Kangjeibung, marking its return after a two-year hiatus. The Governor, accompanied by the First Lady, also toured the festival grounds following the ceremony.

Organised by the Manipur Tourism Department with support from multiple government agencies, the inaugural event was attended by MLAs Th. Bishwajit Singh and Th. Basantakumar Singh, Chief Secretary Puneet Kumar Goel, DGP Rajiv Singh, Security Advisor Kuldiep Singh, department heads and senior officials.
This year, the festival has faced strong criticism, with internally displaced persons (IDPs) and several civil society groups, including COCOMI, demanding rehabilitation measures and free movement along national highways before the festivities begin. A 24-hour cease-work strike called by COCOMI on Friday also disrupted the grand opening.
In his address, the Governor emphasised the festival’s longstanding role as a unifying platform showcasing Manipur’s cultural vibrancy, entrepreneurial spirit, and tourism potential. He described the State’s cultural heritage as “a national treasure” and said the expanded multi-venue format reflects Manipur’s resolve for economic revival, generating livelihoods for artisans, youth, and local enterprises.

Highlighting the theme of inclusivity, he noted that events across both hill and valley districts aim to bring communities together through shared cultural pride. He said the festival truly embodies the spirit of the “Festival of Oneness,” celebrating indigenous dance, music, crafts and traditional sports.
The Governor also underscored Manipur’s unique place as the birthplace of modern polo — originating from Sagol Kangjei — and ongoing efforts to protect the Manipuri Pony. He added that the festival stands as a symbol of resilience and social harmony, noting that over 135 potential tourist sites are being identified for holistic development.

Addressing the condition of the IDPs, he reaffirmed that their welfare remains a primary responsibility of the State, citing rehabilitation measures such as phased resettlement, financial assistance, prefabricated housing and cash-based support schemes.

Appealing to the people to uphold the spirit of oneness, the Governor expressed hope for lasting peace and urged citizens to participate wholeheartedly.
The 2025 edition features cultural performances, indigenous sports, adventure activities, literary sessions, film screenings, familiarisation tours, the Hiyang Tannaba boat race, and the Cherry Blossom Festival at Mao.
