It further stated that on December 30, 2025, the KZC Governing Council, comprising all constituent bodies under the Kuki-Zo Council, convened a Governing Council General Meeting at the VTI Auditorium, Rengkai, Churachandpur and reviewed the prevailing political, social, and security realities in Manipur.
“Considering the present realities and the unanimous sentiment that the Kuki-Zo people can no longer live together with the Meitei community, the Governing Council reaffirmed its political demand for a Separate Administration in the form of a Union Territory under the Constitution of India. The Governing Council unanimously resolved that the Kuki-Zo people cannot and shall not participate in the formation of the Government of Manipur,” it stated.

The KZC Cabinet, in its meeting held on Tuesday, has reaffirmed and endorsed the said resolution, stating unequivocally that it represents the collective and democratic wish of the Kuki-Zo people and reiterated that the Kuki-Zo people cannot and shall not participate in the formation of the Government of Manipur under the present circumstances.
Meanwhile, the Committee on Tribal Unity (COTU) has endorsed the resolution adopted by the Governing Council of Kuki-Zo Council (KZC) reaffirming the sentiments of the Kuki-Zo for total separation from the valley-based administration by opposing the formation of popular government before any political settlement for the Kuki-Zo is fulfilled.
The COTU reiterated that the unabated physical atrocities, hegemony and religious bigotry imposed against the minority Kuki-Zo by the majoritarian Meitei/Meetei community in the state has given birth to the demand for Separate Administration.
It also urged the Central Government not to impose stringent directives on 10 Kuki-Zo MLAs for any political reconciliation with the valley-based representatives without first settling their political demand and resolving their security concerns for long term peace and stability in the region.
