UKHRUL: The Maku Village Authority has expressed its displeasure and shock over the inaction of the Manipur State Rural Development Agency (MSRRDA), Rural Engineering Department, and Engineering Cell (Hill – 1) Health & Family Welfare Department, Government of Manipur against the executing agency or contractors for failing to comply with the PMGSY and Engineering Cell (Hill – 1) Health & Family Welfare Department guidelines.
According to a statement issued by the village authority, the work order for execution of the project – PMGSY Road Package No. MN.-KMJ (A) MN09153 Phase —XI from TO2/BRTF Road to Maku was awarded to M/s HVS Construction Materials Pvt.Limited with a tender amount of Rs 334.69 lakh for a stretch of 8 km, and 46.02 lakh for 5 year maintenance. The package, containing construction of five retaining walls; 10 breast walls and 80m pucca drain; was to be completed within a time frame of 18 Months (27/10/2018 to 26/04/2020). However, none has been fulfilled.

The village authority stated that it was shocked to witness the immunity the “fraudulent” contractors and sub-contractors enjoy from any actions and penalty as they are in connivance with the officials.
“M/s HVS Construction Materials Pvt Limited began the Black Topping work during the later part of March 2024 after many complaints, but left the work site after 2 years of black topping for 8 km only without completion on the pretext of non disbarment of fund and other requirements in the end of May 2025,” it stated.
It stated that a written complaint was submitted to the Chief Engineer RED/MSRRDA, Irnphal on October 30, 2025 for inspection of the work sites which are far from satisfactory according to the guidelines of PMGSY.
‘But so far no officer from the department has been sent. Nine months have lapsed but there is no resumption of work. The contractors, the concerned department— MSRRDA, the Government of Manipur continue to exhibit insincerity and showed apathetic attitude towards the plight of the hill people” it alleged.

Moreover, the construction of infrastructure support for a building-less Sub-Health Centre at Maku village in Kamjong district under PM-ABHIM for FY 2022 -2023 in Manipur at a Bid Price of Rs 50,45,816 was awarded to M/S Kshetrimayum 1st Class Contractor, that started construction works in last part of October 2024.
“Maku Village Authority had requested Guneshor Singh, Sub-Contractor several times to maintain standard quality of the building materials but without consideration of the request, left the work site without completion in October, 2025” it alleged.
Drawing the urgent attention of the concerned departments to take up necessary actions against the erring contractor for failing to comply with the guidelines of the departments, the village authority has appealed to the concerned authority (s) to take up necessary steps to ensure commencement of the construction works strictly as per the approved specific norms.
It further warned that it would be compelled to take up further course of actions if the work is not commenced within 15 days.
