Manipur govt declares voting days as public holiday

Imphal: Manipur government has declared April 19 and April 26, when voting will take place for all two Lok Sabha seats in the state, as public holidays.

An order regarding the declaration of public holiday on these poll days was issued by the General Administration Department (GAD) on Wednesday.

The state GAD issued the order in pursuance of a letter of the Election Commission of India coupled with another letter of the chief electoral officer (CEO) Manipur.

The order declared a public holiday for all public offices, educational institutions, autonomous bodies, etc., and a paid holiday for commercial and private undertakings in the state located within the area of 47 Assembly segments where the polling will take place on April 19.

The GAD declared the holiday as per section 135B of the Representations of the People Act, 1951.

In the first phase of the polls in Manipur, the voting will take place in all the Assembly segments within Inner Manipur Parliamentary constituency along with some Assembly segments falling under Outer Manipur (ST) Parliamentary constituency.

Similarly, April 26 will be a public holiday for all public offices and educational institutions, autonomous bodies, etc., and a paid holiday for commercial and private undertakings in the state located within the area under 13 Assembly segments.

Voting in these 13 Assembly segments which fall under the Outer Manipur (ST) Parliamentary Constituency will take place in the second phase, that is, on April 26.

People working in all private enterprises, private industrial centers, and other private institutions under the Shops and Commercial Establishment Act will get paid holidays on April 19 and 26, the order stated.

The Labour Commissioner cum Secretary will make necessary arrangements regarding the matter. No deduction or abatement of the wages of any such persons shall be made on account of a holiday having been granted in accordance with the law and if such person is employed on the basis that he would not accordingly receive the wages for such a day, he shall nonetheless be paid for such a day, the wages he would have been drawn had not a holiday been granted to him on that day, the order stated.

The order also declared a public holiday for all banks, financial institutions and LIC located within the 47 Assembly segments which go to poll in the first phase on April 19 and those located within the 13 Assembly segments on April 26.

The order further stated that in order to enable the exercise right of franchise to those government employees, bank employees, public sector undertaking employees, commercial undertaking etc. serving outside their assembly segments, they shall be allowed to avail special casual leave or paid leave on these poll days.
