Manipur Issues Fresh Orders to Stop Illegal Migrant Influx

Ukhrul July 23: With growing concerns over the possible influx of illegal migrants due to the unrest in neighbouring countries, the Manipur Home Department has issued a detailed advisory to all district administrations and police officials, calling for strict measures to prevent illegal entry into the state.

In an official memorandum issued on Tuesday, the government has directed all Deputy Commissioners and Superintendents of Police to step up vigilance, particularly at international borders, inter-state boundaries, and inter-district crossings. Officials have been asked to put in place strong mechanisms to detect and stop any illegal movement across these areas.

The advisory stated the need for immediate reporting of any such movement, along with capturing biometric and biographic details of the individuals involved. Any detected illegal migrants are to be held at secure locations with basic humanitarian support, but without allowing integration with local residents. Authorities have been asked to ensure that no undocumented person gets mixed up or naturalised with the local population.

The memo also said that all illegal migrants will be deported after following proper procedures.

As part of the enforcement, each district will set up a dedicated committee to be led by the DC and supported by officers from the district police. These committees will carry out regular checks at identified locations and submit periodic reports.

The DCs have also been tasked with monitoring all Exit-Entry Points using the Border Pass System to track any cases of overstaying or defaulters.

In addition, a District Level Task Force is to be formed immediately in each district for verifying and checking illegal migrants. This team will include the Additional SP (as the lead), a senior officer from the DC’s office, representatives from security forces such as Assam Rifles, BSF or CRPF, and biometric staff.

The memorandum, signed by Home Commissioner N. Ashok Kumar, has been circulated to key officials including the Governor’s office, the Chief Secretary, the Director General of Police, and all DCs and SPs.

The move comes amid the Naga apex Civil Society Organizations, who have served a 20-day ultimatum for redressal against the abrogation of the Free Movement Regime and the ongoing border fencing construction in the Naga ancestral homeland. The Naga apex Civil Society Organizations, consisting of the United Naga Council (UNC), All Naga Students’ Association, Manipur (ANSAM), Naga Women’s Union (NWU), and the Naga People’s Movement for Human Rights-South (NPMHR-S).
