Mao Student’s discontent over Lt A Mayili Charana Enquiry Committee findings: Demands better medical facilities, sets deadline till October 20th

The Mao Students’ Union Joint Action Committee (MSUJAC) having obtained the prompt response from the State government with regard to demanding the government of Manipur to come up with the departmental enquiry reports on the untimely demise of Late A Mayili Charana who was the former President and Tribunal General of the Mao Students’ Union temporarily suspend the call of democratic agitation of ‘Total Bandh’ which is supposedly from 15th October, 2020.

However, though received the enquiry report from the GOM, the Mao Students Union Joint Action Committee expressed displeasure and dysphoria over the report received from the state government and in response to the retorting enquiry committee report which came out on 13th October, 2020, the Mao Students Union Joint Action Committee after a threshold deliberation considered as one sided and that it have overlooked in many aspects the situation in reality and needing to mentioned the grievances.

As per the date of the reports, the departmental enquiry committee report was out on 9th October 2020, the MSUJAC questioned the GOM as to why the reports of intimation were delayed. The Union justified that the report in point no. 4(A)(i, ii and iv) was unsubstantial. The patient was delayed treatment at SDH, Mao and no such pressure as mentioned in the sub-clause iv, was applied upon the wound to control the bleeding of the patient. One cannot just presume that the bandage became loose on the way where there was no medical Person who accompanied the victim.

The MSUJAC is shocked to witness the penalty of ‘Censure’ in the reports impose upon Dr Thou Barou. The Union outrightly feels that Dr Thou Barou has nothing to do with the demise of Late A Mayili Charana.

Today, the MSUJAC questioned the responsible authority as to why ambulance parked in the SDH, Mao premises was denied permission for utilisation on the fateful day and questioned why the shortage of medical facilities and the shortage of medical staffs at SDH, Mao, and District Hospital, Senapati were omitted in the departmental enquiry reports which was verbally assured on 19th August, 2020 by the Committees.

Having mentioned, The MSUJAC feels that the Government should also be equally responsible and not hold the Doctors accountability by awarding them ‘Penalty of censure’. We rather opine if the government can work a mechanism to improve the overall system of Sub District Hospital, Mao and District Hospital, Senapati through implementation of adequate manpower and resources. The MSUJAC brought forth the following immediate demands:

  1. Posting of specialist Doctors at SDH, Mao, which is nil till date.
  2. Posting of Specialist Doctors at District Hospital particularly Paediatrician, Dermatologist, Microbiologist, Radiologist
  3. Immediate setting up of Blood Bank facilities both at SDH, Mao and District Hospital, Senapati.
  4. Immediate setting up of major operation theatre both at SDH, Mao and District Hospital, Senapati DHQ.
  5. Immediately look into the medical Lapses and the medical facilities as mentioned above
    Therefore, the MSUJAC place the above demands before the GOM for immediate addressal in the welfare of the General public of Senapati District. The MSUJAC will not accept the said issue to be politicized nor play carrot and stick policy with the Union and will not leave any stone unturned until justice is delivered to the people. Failing which, the MSUJAC will resume its course of agitations in the form of ‘Total Bandh’ from 20th October 2020.
