UKHRUL: The Manipur Pradesh Congress Committee (MPCC) has submitted a memorandum to Governor Ajay Kumar Bhalla regarding the Tronglaobi incident that occurred on the night of April 6-7. The committee is demanding the restoration of peace and normalcy in the state and appropriate action regarding the attack that resulted in the deaths of two young siblings and injuries to their mother.
The memorandum also addresses another tragic incident on April 7, where three individuals were killed at a CRPF camp in Gelmo village, with several others sustaining injuries. In light of these events, the MPCC has made several demands, including a timely completion of the investigation into the Tronglaobi incident to ensure justice is served; the establishment of an Inquiry Commission under the Commission of Inquiry Act, 1952, to investigate the firing incident that led to three deaths in Tronglaobi; and an inquiry into the violent incidents in Ukhrul and Kamjong districts, where three individuals, including a BSF jawan, were killed.
Additionally, the MPCC urges immediate action to promote peace between the two communities and to reopen National Highway 202. The committee insists that the government take swift measures to curb the violent actions of armed groups and individuals in Manipur and hold those engaged in illegal activities accountable.
The memorandum highlights that the Manipur police have become ineffective due to the government’s negligence. The MPCC demands a restoration, reorganization, reform, and strengthening of the police force as the primary institution responsible for maintaining law and order in the state.
Furthermore, the committee insists on halting activities that undermine the state’s authority, especially in matters related to law enforcement. It demands immediate action to restore citizens’ fundamental rights, ensuring safe and unimpeded access to their homes and vital public facilities, such as highways, airports, hospitals, and educational institutions across the state.
The MPCC also calls for the completion and public release of the inquiry conducted by the Government of India’s Inquiry Commission on the violence that erupted on May 3, 2023. The committee emphasizes the need for justice and adequate financial and material compensation for the victims of this violence, as well as the formulation and implementation of an economic policy to address its adverse effects.

Moreover, the MPCC urges the government to facilitate dialogues among legal stakeholders to restore normalcy in the state. It also demands the postponement of the proposed census and delimitation until a fair and just process is adopted to differentiate between citizens and non-citizens in Manipur under the Citizenship Act, 1955, and until law and order is effectively restored. A Foreigners Tribunal for Manipur should be established under the Immigration and Foreigners Act, 2025, to address the issues of foreign infiltration and illegal immigration in the state.
