UKHRUL: The Manipur Naga Youth Organisation (MNYO) and the Foothills Naga Coordination Committee (FNCC) have issued a joint rebuttal to ‘expose and condemn the staged, bogus rally held in Kangpokpi on 25th May 2026, and condemn the actions of Deputy Chief Minister Nemcha Kipgen.
The joint public rebuttal was addressed to the President of India, the Prime Minister, the BJP National President, the RSS Chief, and the Manipur Chief Minister and was submitted through the Manipur Governor.
The civil bodies stated that the rally held in Kangpokpi on May 25 was nothing more than a shameful, desperate attempt to shield Deputy Chief Minister Nemcha Kipgen from accountability for her blatant corruption, weaponization, and misappropriation of Tribal Affairs & Hills funds.

“To protest in defence of a minister who has systematically looted resources meant for marginalized tribal communities is a disgrace to public integrity. No amount of engineered public spectacles can erase or cover up her fraudulent record,” the Naga civil bodies said.
The joint rebuttal continued as follows:
- Setting the Record Straight on the Joint Memorandum:
We categorically reject the malicious lies spread during the Kangpokpi rally, claiming that our recent Memorandum and Ultimatum (submitted on 23rd May 2026) was aimed at tarnishing the image of the Bharatiya Janata Party (BJP) or the Central and State Governments. This is a baseless politicization of a legitimate grievance.
Our appeal to the higher authorities is unambiguous:
Immediate Stripping of Portfolio: We demand the immediate re-allocation of the Tribal Affairs & Hills portfolio authority from Nemcha Kipgen and to place it under the direct custody of the Chief Minister or another competent authority.
Removal from Office: She must be removed from the post of Deputy Chief Minister immediately.
Exposure of Communal Bias: Her “dirty policy” has been laid bare before the public. She has aggressively redirected tribal development funds exclusively to Kuki-dominated areas, completely abandoning and depriving Naga villages across 8 districts. This is not governance; it is blatant communalism.
MNYO and FNCC further express concern over reports and allegations linking Nemcha Kipgen’s family to organizations operating in the conflict-affected region. Instead of contributing towards reconciliation and peace, we believe divisive policies and discriminatory allocation of resources have deepened mistrust and communal tensions between communities.
We also regret that certain speakers at the Kangpokpi rally chose to defend allegations of corruption rather than address the substantive issues raised by the affected tribal communities. Public discourse should be guided by truth, justice, and accountability rather than blind political loyalty.
We further raise the question as to why serious allegations concerning the functioning of the Deputy Chief Minister’s office and her relationship with individuals accused of involvement in unlawful activities have not been adequately addressed by the authorities. The concerns require impartial investigation and transparent clarification before the public.

2. Siphoning Public Funds for Narco-Terrorism:
Even if the world turns upside down, the truth cannot be buried: the tribal funds stolen by Nemcha Kipgen will forever remain a stain on her legacy.
Nemcha Kipgen, wife of Semtinthang Kipgen (alias Thangboi), President of the Kuki National Front (Presidential), an active narco-Kuki terrorist faction, has completely abused her oath of office. Instead of working to restore peace in a fractured Manipur, she has used her bitter, communal prejudice to fuel further hatred between the Naga and Kuki communities.
Instead of exercising her state mandate to foster peace and neutrality. Her administration has exacerbated deep-seated ethnic and communal divides. We place on record our grave concern that state-allocated tribal development funds are being illicitly diverted to bankroll and sustain the armed operations of illegal militant groups, threatening regional stability and national security.
3. A Mockery of Christian Values and the Rules of Governance:
We bring a critical governance failure to the urgent attention of both the state and central authorities: The Deputy Chief Minister has abandoned the state capital, Imphal, choosing instead to run a parallel, unconstitutional administrative office from a militant-dominated sector in Kangpokpi. This complete breakdown of institutional protocol cannot be tolerated in a democratic framework.
Furthermore, this dangerous nexus directly impacts the security of our people. On 13th May 2026, an unlawful Kuki militant group under the influence of this network abducted 20 Naga civilians at Leilon Vaiphei Village, Kangpokpi District. To date, their whereabouts remain undisclosed. There are catastrophic indicators that 6 innocent male Naga hostages have been extrajudicially executed. We issue an uncompromising demand to the government: produce our citizens, whether alive or deceased.

Defending such systemic violence and criminality under the guise of religious or community solidarity is a complete betrayal of Christian values, ethics, and civil society.
We further question the rationale behind the Government’s engagement with the Kuki-Zo Council. During the previous Government, the said body was reportedly not accorded official recognition; however, after the present Government assumed office under the leadership of Shri Y. Khemchand, dialogue was initiated with the Council. We therefore seek to know what tangible benefits or outcomes have emerged from such engagements and whether they have contributed meaningfully towards peace, stability, and Justice in the State.
We also express serious concern regarding the continuation of the Tribal Affairs & Hills portfolio under Deputy Chief Minister Smt. Nemcha Klpgen, who is presently in exile. We maintain that serious allegations are linking her husband to an armed group accused of involvement in the abduction of innocent Naga civilians. Despite these allegations and demands for action from various quarters, no decision has been taken to relieve her of the Tribal Affairs & Hills portfolio.
This has raised questions regarding accountability and the Government’s commitment to addressing the concerns of affected communities. We therefore ask whether it is appropriate for a person whose spouse is alleged to have been associated with an armed militant group accused of violence against innocent Nagas to continue holding such a sensitive portfolio when there are capable Naga representatives available to shoulder the responsibility. We urge the Government to avoid assigning a ministerial position to the wife of a militant leader whose husband’s hands are drenched with the blood of innocent Nagas.
It is equally ironic that, in another instance, a qualified young woman, Brinda Thounaojam, was reportedly denied appointment to the Manipur Police Service (MPS) despite successfully clearing the Manipur Public Service Commission examination, allegedly because her father-in-law was a leader of a Meitei armed outfit. If such standards are applied in one case, the Government must explain why a different standard appears to be applied in another. We therefore call for consistency, fairness, and equal application of principles in all matters concerning public appointments and public office.

4. Expiry of the Ultimatum and Declaration of Agitation:
The 31st May 2026 deadline has expired without any tangible administrative action from the state government. The silence of the administration implies a dangerous precedent of state-sanctioned impunity, signalling that executive powers can be leveraged to support armed, unlawful factions.
Consequently, having exhausted all diplomatic and administrative avenues, the MNYO and FNCC will immediately launch a series of intense, democratic public agitations across all Naga territories. Let this declaration serve as an official notice to the administration: In the event of any civil unrest, breakdown of law and order, or political eventuality arising from these protests, the sole and absolute accountability will rest entirely on Deputy Chief Minister Nemcha Kipgen.”
