UKHRUL: The Naga Hoho has strongly condemned what it terms the infamous Leilon Vaiphei Massacre and the brutality of the Indian Armed Forces and their alliance with Kuki elements engaged in a proxy war against the Naga people.
In a press statement issued on August 1, the Naga Hoho condemned the killing of six Naga men, including two pastors, who were described as having been “satanically mutilated and dismembered.” The apex Naga civil body also criticized the Indian armed forces and their unholy alliance with Kuki elements involved in the violence against the Nagas.

The Naga Hoho stated, “During the 3rd Federal Assembly of the Naga Hoho, held on July 31, 2026, at the Senapati District Headquarters in Manipur, serious concerns were raised regarding the deteriorating security and political situation in Naga territories, particularly in Manipur. The Assembly expressed grave concerns over the following oppressive policies and actions affecting the Naga people:
1. Planned Security Operations in Naga Areas: The Assembly expressed serious concern over reports and indications of planned Cordon and Search Operations (CASO) in Naga villages. Although CASO has not yet been implemented, the Assembly cautioned that any indiscriminate operations would create an atmosphere of fear and intimidation. The practice of warrantless house-to-house searches, civilian interrogations, and harassment of women, children, and the elderly constitutes collective punishment of innocent Naga citizens in their homeland and should not be tolerated.
2. Militarization and the Transformation of Naga Areas into a Conflict Zone: The Assembly reiterated that Naga areas should not be turned into a conflict zone. The ongoing militarization, use of Naga villages as operational corridors, and targeting of civilians represent grave violations of fundamental human rights and threaten peaceful coexistence.

3. The Nexus between the Government of India and Kuki Militant Elements – Accountability and Action: The Assembly expressed deep concern about the evident collusion between the Government of India and Kuki militant groups. This alliance is being used to wage a proxy war against the Naga people in their ancestral territory, aiming to destabilize Naga villages, undermine Naga territorial integrity, and negate the historical and political rights of the Naga people. This represents a calculated effort to sabotage the Indo-Naga peace talks.
4. Denial of Justice and Failure to Address the Charter of Demands: The Assembly took serious note of the inaction and complicity of both the State and Central Governments regarding the charter of demands related to the brutal killing of the six Naga men. The Assembly resolved to initiate strong democratic measures to secure justice for the victims and their families, emphasizing that the prolonged delay is an affront to the dignity of the Naga people and cannot be accepted.”
The Naga Hoho Federal Assembly then made the following demands:
1. An immediate cessation of militarization and CASO in Naga areas, and full accountability for the nexus between the Government of India and Kuki militant elements operating against the Nagas.
2. The immediate fulfillment of the charter of demands concerning the brutal killing of the six Naga men, along with intervention by the Government of India to safeguard Naga lives, land, and identity.

3. Guarantee the safety and security of the public along highways, with a resolution of all grievances through political and democratic processes rather than militarization and coercion.
The Naga Hoho reaffirmed its unwavering commitment to the defense of Naga history, territory, and identity, calling upon all Naga people to remain united, vigilant, and steadfast. The Naga Hoho stated, “Any attempt to suppress Naga rights or to exploit Naga land for proxy conflict shall be collectively and democratically resisted.”
