National Security Council Concludes Hongbei Incident Probe, Demotes Two Officers

UKHRUL: The National Security Council has ordered disciplinary action against two Naga Army officers following an extensive inquiry into the tragic incident that occurred at Hongbei Village on 28 March 2026.

The inquiry began after the National Security Council constituted an Enquiry Commission on 30 March 2026 to investigate the circumstances surrounding the incident. The Commission submitted its interim findings to the Council on 13 April 2026 after conducting an exhaustive investigation.

According to the Commission, earlier speculation linking the incident to disputes over the betel (areca) nut and timber trade was unfounded. Instead, investigators determined that the tragedy stemmed from communication failures between the commanders of the parties involved. These lapses reportedly led to a breakdown in the chain of command, escalating tensions and ultimately contributing to the unfortunate outcome.

Following the submission of the report, the National Security Council treated the matter as a priority and undertook a series of deliberations to ensure a thorough examination of the facts. The Council met on 21 April 2026 to review the progress of the inquiry and urged the removal of any obstacles that could delay the process of justice.

Recognizing the urgency and seriousness of the case, the Council convened again on 1 May 2026 to assess developments and identify factors that might be hindering the completion of the inquiry. Members emphasized the need for transparency and accountability in establishing the full circumstances of the incident.

The Council held a final review meeting on 1 June 2026, during which it examined the findings and evidence presented by the Enquiry Commission. After considering all relevant facts and circumstances, the Council concluded that Lieutenant Mathotmi Shimray and Second Lieutenant Starling Shinglai bore responsibility for their roles in the incident.

As a disciplinary measure, the National Security Council resolved that both officers be demoted to their respective next lower ranks for a period of one year.

In compliance with the Council’s decision, the Naga Army implemented the disciplinary action effective 5 June 2026. Lieutenant Mathotmi Shimray and Second Lieutenant Starling Shinglai have accordingly been reduced to the next lower rank for one year.

The decision marks the culmination of more than two months of investigation and deliberation by the National Security Council, which sought to establish accountability and address the command failures identified as the principal cause of the Hongbei Village tragedy.
