UKHRUL: The NSCN/GPRN Provisional Government has rejected the proposed “Competencies” framework in the Indo-Naga political dialogue, asserting that it is inconsistent with the principles of the 2015 Framework Agreement and does not reflect the political aspirations of the Naga people.
In a statement issued by its Chairman, Ikato I. Chishi Swu, the group said the “Competencies”, submitted to the Government of India on January 2, 2020, contain provisions that, in its view, place key Naga political and administrative institutions within the framework of the Indian Constitution.

The statement specifically objected to provisions concerning the Election Commission of the Tatar Hoho, the election and assumption of office of the Yaruiwo and Kedallo, the administration of oaths to Naga functionaries, representation in the Indian Parliament, and the proposed Naga Yehzabo.
According to the statement, the proposed arrangements would undermine the political authority of Naga institutions by linking them to Indian constitutional and governmental structures. It also questioned provisions relating to Naga Regional Territorial Councils and District Councils, arguing that these arrangements could institutionalise fragmentation of Naga areas rather than facilitate their integration.
The Provisional Government said the “Competencies” must be examined against the principles adopted during the Naga political movement, particularly the demand for an honourable political settlement and the stated aspiration for the integration of Naga-inhabited areas.
It also invoked the August 3, 2015 Framework Agreement, stating that the agreement recognised the “unique history and situation” of the Nagas and that any subsequent arrangement should remain consistent with that understanding. The statement further claimed that the Framework Agreement envisaged an arrangement for sharing sovereign power between the Nagas and India in areas of common interest.
The statement criticised the continuation of negotiations following the submission of the “Competencies”, alleging that the proposal had been formulated without adequate consultation with the Naga National Assembly and Tatar Hoho.

It further accused the NSCN leadership based at Hebron of failing to reject the “Competencies”, while arguing that the proposal’s incorporation within the Indian constitutional framework would fundamentally alter the character of the Naga political movement.
The Provisional Government also referred to a November 7, 2024 statement attributed to NSCN/GPRN Ato Kilonser Th. Muivah, warning that armed resistance could resume if political initiatives were rejected by the Government of India. The latest statement said the issue demonstrated the need to reassess the direction of the ongoing political dialogue.
Meanwhile, the group said an Extraordinary Joint Emergency Meeting of civil national workers and Naga army officers of the NSCN/GPRN was held on July 21, 2026, at Mt. Horeb in Eastern Nagalim. According to the statement, the meeting declared the establishment of a “Provisional Government” until a full-fledged government is formed.
The meeting, it said, also resolved that the ongoing talks between the Government of India and the NSCN leadership at Hebron no longer represented the mandate of the Naga people.
The Provisional Government said it would continue to pursue political resistance alongside armed resistance until what it described as the restoration of the “full length and breadth of Nagalim sovereignty” is achieved.
The statement concluded with an appeal to the Naga people to unite in defence of what it described as their sovereign rights.
