Ukhrul Unlock 4.0: New guidelines issued for September

UKHRUL: In line with the Home Department’s order for Unlock 4.0 guidelines, the District Magistrate of Ukhrul on Monday issued a fresh order extending market hours to allow more time for the public to shop, even as the same order retained the current public curfew order with effect from September 1 to 30, 2020.

Market places in the entire Ukhrul district will be allowed to open for 7 hours daily from 9 a.m. to 4 p.m., which has an additional two hours to the previous opening hours from 9 a.m. to 2 .pm.

“Market and shops selling essential commodities will remain open from 9:00 a.m. to 4:00 p.m. on all days except Sunday, with effect from September 1 till September 31, 2020,” the District Magistrate, Ukhrul, Manipur, stated in an order which was issued under Sub-Section 2 of Section 144, CrPC, 1973.

The Home Department, in a communiqué, dated August 31, 2020, issued unlock guidelines to the effect of balancing the need to check the spread of Covid-19 infection in order to prevent public health crisis.

At the same time, the order retains the current prohibitory order under Sub-Section 2 of Section 144, CrPC, 1973, restricting the movement of any person outside their respective residence from 6:00 p.m. to 5:00 a.m. with effect from September 1 till September 30 or until further orders in the whole of Ukhrul District.

“Any person found in violation of the prohibitory order shall be punished under Section 188 of IPC,” the order continued, adding that the prohibitory order does not apply to government agencies involved in the enforcement of law and order and the maintenance of essential services.

“There is emergency and circumstances do not permit serving due notice upon the public, this order is passed ex parte under Sub-Section 2 of Section 144, CrPC, 1973, and is directed to the public in general,” it added.
