Ex-Ukhrul DM Zuringla Kengoo Wins E-Governance Award for Transformative Project

Ukhrul, March 5: Zuringla Kengoo, (IAS) officer, who was formerly the District Magistrate of Ukhrul District in Manipur was honored with The Indian Express Excellence in Governance Award in the E-Governance category during the third edition of the awards held on March 4, 2025, in New Delhi.

The award is part of The Indian Express Excellence in Governance Awards, a biennial event celebrating District Magistrates who drive innovative governance. She was one of 16 winners selected from over 450 entries across 29 states.

Zuringla Kengoo received the E-Governance award for her work on the “Manipur e-District Project,” which focused on transforming government-to-citizen (G2C) services by providing seamless online access. This initiative established a single access point for all government services through an online platform, significantly improving efficiency and accessibility.

The ceremony held at ITC Maurya, New Delhi was attended by Union Minister Ashwini Vaishnaw as the Chief Guest. The Minister underscored the importance of District Magistrates as institutions of governance. Jitendra Singh, Minister of State (Independent Charge) Science and Technology and Earth Sciences was the Guest of Honour.

It is worth noting that Zuringla Kengoo , (IAS) was appointed as the 36th Deputy Commissioner of Ukhrul district in May 2023, replacing Krishna Kumar, (IAS) after she was transferred from Kangpokpi district where she served as DC till May, 2023. Her recent transfer from the district, home to the Tangkhul Naga tribe was strongly opposed by the civil bodies of the district.
