Ukhrul: The Manipur Government on Tuesday issued a clarification addressing criticisms over its failure to convene three sessions of the 12th Manipur Legislative Assembly during the current calendar year. The response follows media reports and allegations raised by the Manipur Pradesh Congress Committee (MPCC) during a press briefing on December 21.

In a press note, the government stressed that it has consistently adhered to constitutional provisions and legislative rules under normal circumstances. It pointed out that three sessions of the Legislative Assembly were conducted annually in 2017, 2018, 2019, and 2020. However, the government also noted that similar lapses occurred under previous administrations, with only two sessions held in certain years, such as 2003, 2007, 2008, 2009, and 2016.
The note further clarified that disruptions since 2021, including the COVID-19 pandemic and ethnic violence that erupted on May 3, 2023, posed significant challenges, making it difficult to adhere strictly to legislative rules. Despite these challenges, the government assured that it remains committed to implementing the provisions of the Constitution and the Rules of Procedure of the Manipur Legislative Assembly. It reiterated its intention to summon sessions as mandated, subject to the restoration of favorable conditions in the state.

Speaking to the media at the DIPR Office in Nityaipat Chuthek, Imphal, Law and Affairs Minister Th. Basantakumar refuted the accusations made by Congress leaders, including CLP leader Okram Ibobi. He underscored that Article 174 of the Constitution, which requires two sessions per year, takes precedence over the Manipur Legislative Assembly Rules of Procedure and Conduct of Business, which recommend three sessions annually.
The Minister reiterated the BJP-led State Government’s commitment to upholding the Constitution and the Rules of Procedure of the Manipur Legislative Assembly while addressing the ongoing challenges in the state.
