CHURACHANDPUR: Social Right Activist and Advocate Seilienmang Haokip and his associates on Wednesday alleged that the Open Market Sale Scheme OMSS (Domestic) rice for IDPs and NFSA rice meant for the poor public of Churachandpur district are diverged and sold in black market in Imphal, depriving the rightful beneficiaries.
He made the alleged remark during a press conference held at KIC complex, Tuibong.
Haokip alleged that the IPDs and the poor public of the district have been deprived of the food supply under OMSS (D) and NFSA since the outbreak of the ethnic violence in the state on March 3, 2023, allegedly due to the systematic neglect and misgovernance by the state government.

He raised concerns regarding the diversion of essential food supply allocation under NFSA and OMSS (D), alleging that officials of the CAF&PD Department, Imphal in collusion with transport contractor, have siphoned off rice and essential commodities meant for Churachandpur, thereby worsening the already fragile humanitarian conditions of the affected population.
He continued that despite the allocation of 2000 quintals of OMSS (D) rice per month for IDPs, the food supply allocation has failed to reach them since the introduction of Direct Benefits Transfer (DBT) at Rs 84 person per day on November 1, 2025 and added that the amount was “insufficient” to meet even basic needs, further compounding the hardship of the displaced families.
Haokip also highlighted that, as per record of Tuibong SDO, there are 6,504 inmates residing in 38 IDP camps. However, only 4,295 individuals are receiving the DBT amount, not to mention non-camp IDPs in Churachandpur who have never received any benefits showing a glaring gaps in implementation and outreach.

He demanded the state government to share a detailed report within five days on the alleged malpractice, while cautioning that pending such inquiry, immediate suspension of the concerned officials and blacklisting of the transport contractor involved will be called for, along with initiation of appropriate legal action.
He also warned that further delay and failure to address the grievances of the people of Churachandpur, particularly the IDPs, may lead to intensified democratic protest, including bandh and closure of government office, in consultation with the public and CSOs.
