UKHRUL: The Thadou Inpi Manipur (TIM), on the occasion of the third Manipur Peace Day, 2026, submitted a memorandum to the Chief Minister, Yumnam Khemchand, calling for immediate, decisive, and inclusive action to restore peace, enforce the rule of law, and rebuild public trust across all communities in Manipur.
In a press statement issued today, the Thadou body stated that the memorandum unequivocally demands structured and inclusive dialogue involving all “36” Manipuri communities, as stated by the Chief Minister, with due recognition of their legitimate representatives. Reflecting on this, the TIM strongly questions why the Government has not facilitated direct interaction among Manipuri communities and what is preventing people-to-people dialogue among all “36” communities, particularly when pro-peace communities are not being brought together. It also asserted that the Government must immediately create platforms for community-to-community engagement and actively promote mutual understanding and reconciliation, as only such efforts can reduce mistrust between communities.

“Thadou Inpi Manipur firmly states that anti-peace elements must be identified, confronted, and opposed collectively through a united front of the Government and all pro-peace communities. There can be no tolerance for forces that undermine peace, coexistence, and the integrity of Manipur,” the press statement read.
The memorandum calls for an urgent policy review setting out a clear, actionable five-point roadmap: identification of all “36” communities, recognition of their legitimate representatives, initiation of structured and inclusive dialogue, equal enforcement of the rule of law across the entire State, and guaranteed safe and free movement for all citizens.
Further, TIM raises serious concerns over selective engagement with limited platforms, continued instability in key areas, restrictions on civilian movement, and visible gaps in governance and law enforcement. This further underscores the deepening trust deficit toward the Government. To rebuild trust, neutrality, fairness, and uniform enforcement of the law must be demonstrated in action—not just in words—across both hill and valley regions. It also delivers a clear message that the situation has reached a defining point—between pro-peace and anti-peace, and pro-Manipur and anti-Manipur—with no middle ground, while urging the Chief Minister to choose decisively and act accordingly.

The memorandum, also referring to the Chief Minister’s stated position that “dialogue is the only solution,” asserts that such dialogue must be comprehensive, transparent, and inclusive of all communities—without exception or bias.
TIM also expresses sincere appreciation and gratitude to all Thadou communities and churches across the world for their support in observing 3rd May, 2026, as Manipur Peace Day at their respective places, reflecting unity, prayer, and commitment to peace.
Furthermore, Thadou Inpi Manipur stated that the time for statements has passed; and that decisive action rooted in inclusivity, justice, and accountability is now imperative to secure lasting peace and a shared future for Manipur.

In conclusion, it reiterated its declaration of the Thadou Convention 2024, which read, “Thadou is a distinct ethnic group of people. Thadou is not Kuki, or underneath Kuki, or part of Kuki, but a separate, independent entity from Kuki. Any organization that incorporates “Thadou” but espouses Kuki and misportrays Thadou as Kuki or a part of Kuki is illegitimate and does not represent the Thadou people and interest.”
