UKHRUL: The Foothills Naga Co-ordination Committee (FNCC) has decried the recent attack at Tronglaobi, Bishnupur, allegedly carried out by Kuki terrorist groups, which resulted in the death of two minor civilians.
Expressing concern over the repeated incidents of firing, the FNCC stated, “The Committee expresses deep anguish over the continued and repeated targeting of civilians in areas including Litan, Sinakeithei, Thoyee, Zaimeng, Ireng, Konsakhul, Shantipur and other foothill regions of Manipur.”
The FNCC further stated that such acts pose a serious threat to the safety and security of civilians, as Kuki terrorist groups operating under the protection of the SoO continue to move freely in broad daylight with sophisticated weapons, instilling fear and disrupting normalcy. The Committee stressed the unacceptability of such acts, noting that they “severely undermine ongoing efforts toward peace, stability and coexistence in the region.”
The FNCC noted that a Memorandum of Agreement (MoA) was signed between the FNCC and the Government of Manipur on February 20, 2026. However, after 51 days with no concrete action taken, the FNCC stated that this reflects “a grave disregard for the suffering of innocent civilians and amounts to a betrayal of the trust reposed by the indigenous communities.”

The situation has compelled the FNCC to issue an ultimatum, which states, “Should the Government of Manipur fail to implement and address the agreed provisions of the MoA within 48 hours from the issuance of this press release, the FNCC will be compelled to resume an indefinite blockade across the foothill areas of Manipur.”
The FNCC also added that responsibility for any consequences shall rest solely with the Government.
