Ukhrul: Leishiyo Keishing, MLA 43-Phungyar (ST) AC in a letter to the chief minister of Manipur N Biren Singh stated that the ongoing political turmoil in neighboring Myanmar has led to a steady stream of illegal immigrants crossing into Kamjong District since November 2023. According to the letter addressed to the CM on May 9, 2024, the latest figures estimated at over 5,800 individuals have entered, with biometric data collected from 5,173 persons under the District Administration’s initiative. These refugees are being housed under strict supervision at designated locations, receiving essential provisions like food, water, power, and shelter.

However, legislator Lieshiyo Keishing pointed out that the influx has strained local resources, with the number of refugees outnumbering local residents in shelter homes across the district. This surge, he stated has sparked conflicts over daily wages and domestic issues, resulting in violent altercations that challenge law enforcement efforts due to limited police presence at the border. The clash between local and foreign customs further complicates matters, making it difficult to apply legal measures effectively, Leishiyo noted.

Incidents of violence, including killings and kidnappings of local residents by immigrants, have been reported. However, apprehending the culprits proves challenging as they often evade capture by fleeing across the border beyond legal jurisdiction, stated the letter.

Further, Leishiyo stated that given these challenges, there is a pressing need for urgent action. The legislator urged to devise a comprehensive plan to either repatriate the refugees to their native villages in Myanmar or establish supervised shelters for them within Indian territory. This approach, Leishiyo Keishing wrote, aims to prevent a repeat of past mistakes, such as the granting of Indian citizenships to immigrants in 1968, and mitigate potential future crises or unrest in the state.

Additionally, bolstering border security by increasing the presence of armed police personnel is crucial for public safety and maintaining law and order in the border regions. These measures are essential to address the complex socio-political dynamics resulting from the influx of Myanmarese refugees into Kamjong District, stated Leishiyo.
