NSCN/GPRN Reaffirms Naga Political Position, Says Framework Agreement Must Be Honoured

UKHRUL, AUG 17: The NSCN/GPRN has reiterated that any final settlement to the Indo-Naga political issue must be based on the “unique history and sovereignty” of the Nagas, while asserting that the August 3, 2015 Framework Agreement should be implemented in letter and spirit.

In a statement issued on Monday through its External Publicity Wing, Alee Affairs-East, the NSCN/GPRN said the 80th Nagalim National Independence Day, observed on August 14, was marked across Nagalim and elsewhere.

The NSCN/GPRN said Naga civil societies had also demonstrated their rejection of the August 15 Indian Independence Day through the boycott and total shutdown observed in Naga areas on August 15.

The statement maintained that the Naga political issue was not an internal matter of India, but a political conflict between India and Nagalim. It referred to the July 11, 2002 Amsterdam Joint Communiqué and the August 3, 2015 Framework Agreement as important milestones in the ongoing political dialogue.

According to the NSCN/GPRN, the Government of India’s recognition of the “unique history and situation” of the Nagas through the Amsterdam Joint Communiqué provided the basis for a more realistic political negotiation.

The group also cited NSCN chief political negotiator and ato kilonser Th. Muivah as maintaining that the Nagas must be consulted before any final political agreement is signed.

The NSCN/GPRN said the final agreement must follow the letter and spirit of the 2015 Framework Agreement and recognise the Naga national flag and constitution.

It further said the mutually agreed “sovereign powers” emerging from the political negotiations should form the basis of a Naga national constitution, or Yehzabo, and that the separate Naga national flag and constitution were “non-negotiable.”

The statement also maintained that the Framework Agreement was signed between two entities and that the proposed “new relationship of peaceful co-existence” should consequently be between the two entities.

The NSCN/GPRN accused the Government of India of lacking the political will to implement the Framework Agreement and called for its implementation to enable the two sides to conclude what it described as an “honourable and acceptable” political agreement.
