UKHRUL: The Mizoram State Agriculture, Horticulture and Marketing Cooperative Federation (MAHFED) has highlighted the illegal sale and distribution of urea in and around Sihphir, Aizawl.
A detailed field inspection was conducted on March 20 and March 23, 2026, verifying distribution practices through interactions with farmers and end-users. The findings and recorded statements of purchasers revealed that the subsidized essential commodity, priced at ₹266.40 per 45 kg bag (inclusive of GST), was in some instances sold at rates as high as ₹450 per bag.
MAHFED has termed the incident a clear violation of Clause 3(3) of the Fertilizer (Control) Order, 1985, which prohibits the sale of fertilizers above the prescribed price. Penal action is liable to be taken under the provisions of the Essential Commodities Act, 1955.

MAHFED also detected an unregistered private entity, M/s Zekly Enterprises, Aizawl, engaged in the unauthorized sourcing and distribution of urea through irregular and extra-legal channels without possessing the required Certificate of Registration under the Fertilizer (Control) Order, 1985. Formal show-cause notices have been issued, and necessary steps are being undertaken by MAHFED to investigate and prosecute the unauthorized operations of M/s Zekly Enterprises.
The Government of Mizoram has reiterated its zero-tolerance stance against the illegal sale of agricultural inputs, which not only undermines the regulatory framework but also exploits the farming community and distorts welfare measures intended for their benefit.
