UKHRUL: The Kuki Inpi Manipur (KIM), the apex body representing the Kukis of Manipur, has expressed concerns regarding the ongoing Special Intensive Revision (SIR) in the state.

In a press statement, KIM stated that the current SIR is unacceptable given the prevailing circumstances and raises serious issues regarding fairness, inclusivity, and administrative responsibility. The organization highlighted that it expected the government to first implement adequate and practical measures to address the situation of approximately 59,000 Kuki-Zo internally displaced persons (IDPs) who remain displaced and cannot return to their homes to participate in this exercise.

Further, it stated that proceeding with such a critical electoral and administrative process without ensuring the participation of a significant and vulnerable segment of the population undermines the principles of democratic representation. The exclusion—whether direct or indirect—of these IDPs from the SIR process renders the exercise incomplete and unacceptable in its current form.

KIM emphasized the need for the government, along with the relevant district administrations, to take immediate and concrete steps to establish accessible and inclusive mechanisms that allow all affected IDPs to be duly registered and participate in the revision process. Proceeding with the SIR without such provisions would not only be unjust but would also undermine the legitimacy and credibility of the entire exercise.

In light of these concerns, KIM demands that the relevant authorities make satisfactory arrangements to ensure that no displaced person is overlooked in the process.
