The agitating staff have highlighted systemic issues ranging from wage discrimination to severe understaffing:
- Protesters are demanding a 60% DA allowance effective from January 2026 to match the central government allocations. They argue that state employees shoulder the same working hours and workloads, making any pay disparity deeply discriminatory.
- The JAC wants the retirement age raised from 60 to 62 years. A lack of fresh recruitments combined with ongoing retirements has drastically reduced workforce numbers, overwhelming the remaining staff.
- The unions are demanding that the government fill all existing vacancies across departments immediately, routing the fast-tracked process through the Manipur Staff Selection Commission.
- Pointing out that the central government has already set its machinery in motion for the next pay upgrade, employees want a corresponding State Pay Commission established without delay.
- Rejecting both the National Pension System (NPS) and the recently introduced Unified Pension Scheme (UPS), the workforce is demanding a full restoration of the security-ensuring Old Pension Scheme.
- The protesters seek immediate regularization for all genuine contract employees. They emphasized that temporary contracts strip workers of job security and risk leaving them age-barred, which severely harms future prospects.
- The state government recently revoked the five-day work week policy, making Saturday a working day again. Protesters are strongly demanding the reinstatement of Saturday as a day off.

“We are working extra hours and taking on double the workload due to the severe lack of employment across our offices. Reinstating Saturday as a day off is essential to give the staff well-deserved family and personal time. This is a humble but resolute request from the Ukhrul District government employees, until the government fulfills these demands, this protest will not back down,” said C. Keishing.
