Manipur violence | Three-member judicial commission instituted by Centre

Imphal: The Centre on Sunday ordered a judicial inquiry to inquire into the large-scale violence in Manipur since May 3 that resulted in the loss of nearly a hundred lives and injured hundreds of people besides rendering homeless to thousands of people after their houses were set on fire.

The three-man inquiry constituted under the Commission of Inquiry Act, 1952 is headed by former Chief Justice of Gauhati High Court, Ajai Lamba and Himanshu Shekhar Das IAS (Retd) and Aloka Prabhakar IPS (Retd) are the members.

The notification regarding the constitution of the judicial inquiry was issued today (Sunday) by additional secretary Piyush Goyal of Union ministry of Home Affairs, days after Union Home minister Amit Shah who was recently on a four-day visit in Manipur announced to inquire into the violence incidences unfolded in the state while giving his assurance for justice to all.

Shah stayed in the state from May 29 till June 1 and took first hand stock of the violence while meeting and interacting with leaders of the civil society organisations, intellectuals and prominent leaders of both the conflicting communities.

The commission will submit its report to the Central government as soon as possible but not later than six months from the date of its first sitting, the notification said.

Besides, the commission will submit its interim report to the Central government before the said date of it deems fit. The headquarters of the commission will be at Imphal.

On May 3 last, large-scale violence broke out in Manipur, and many residents of the state lost their lives and several others got seriously injured, their houses and properties were burnt down as a result of arson and many of them were rendered homeless.

The Central government instituted the commission of inquiry on the recommendation of the Manipur government.

The commission will inquire into the cause and spread of the violence and riots targeting members of different communities which took place on May 3 and thereafter and also the sequence of events leading to, and all the facts relating to such violence.

The committee will also look into whether there were any lapses or dereliction of duty in this regard on the part of any responsible authorities or individuals.

Adequacy of the administrative measures taken to prevent and to deal with the violence and riots will also look into and will consider such matters as may be found relevant in the course of inquiry.

The commission will also inquire into the complaints or allegations that may be made before the commission by any individual or association, in such form and accompanied by such affidavits.
