Manipur Marks 21st Anti-Repression Day, Renews Outcry Against AFSPA

Imphal, July 15: The 21st anniversary of Anti-Repression Day was observed today at Lamyanba Shanglen, Palace Compound, Imphal, in memory of the historic protest staged by twelve women in 2004. The event remembered their “bold act” against military violence and the ongoing call for justice in Manipur.

On July 15, 2004, twelve women shocked the nation by undressing in front of Kangla Fort, then occupied by the Assam Rifles, holding a banner that read, “Indian Army Rape Us Too.” The protest was a response to the “brutal custodial rape and killing” of Thangjam Manorama, whose mutilated body was found on July 11, 2004. That moment became a powerful symbol of resistance against military excesses under the Armed Forces (Special Powers) Act, 1958 (AFSPA).

The women who led the protest were honoured at the event for their unmatched courage and sacrifice.

The commemoration was organised by the Observation Committee of Anti-Repression Day 2025. Renowned rights activist RK Ranendrajit attended as chief guest, with Khangenbam Anandi presiding over the event and cultural scholar YK Dhiren as guest of honour. Advocate Laishangbam Jadumani, advisor to the United People’s Front (UPF), Manipur, was the main speaker.

In his speech, Advocate Jadumani strongly criticised the continued enforcement of AFSPA in the state. He said the law has led to many human rights violations and allowed armed forces to act with complete impunity. He called AFSPA a serious threat to the people’s right to life and freedom.

Jeetendra Ningomba, president of the Committee of Civil Societies Kangleipak (CCSK), highlighted long-standing human rights issues in Manipur since its controversial merger with India on October 15, 1949. He said that intellectuals must lead the fight for justice and human dignity.

Renu Takhellambam, president of the Extrajudicial Execution Victim Families Association, Manipur (EEVFAM), shared the painful origin of the organisation. She said it was formed on July 11, 2009, due to rising fake encounter killings. EEVFAM later filed a petition in the Supreme Court in 2012, documenting 1,528 cases of alleged extrajudicial executions in the state.

In her presidential address, Khangenbam Anandi remembered several killings in Manipur’s history, including the Heirangoithong, Malom, Tera, and Oinam incidents. She described the horror of Manorama’s death, saying she was raped and shot multiple times in her private parts before her body was dumped by personnel of the 17 Assam Rifles.

The event ended with a renewed call to honour the spirit of the 2004 protest, demand the repeal of AFSPA, and work towards a peaceful and just future for all communities in Manipur.
